Be it acknowledged that on this 75th day of Winter, 1st year of the 5th Era, The Warren of Caer Sidi currently finds itself in the midst of an era known as The Return of Chaos. During such troubled times, decisions must be made to prioritize the safety of the realm. As such, the War Council humbly requests the services of The Brotherhood of Malice in its struggle against the force of Chaosium. Assassins shall be contracted into the service of the Seasonal Queen, in exchange for a privately disclosed amount of the magical reagent known to Caer Sidi as “<span style="font-style: italic;" class="mycode_i">elwydium</span>”. The terms and conditions of our agreement are enclosed below.<br />
<span style="font-size: 1pt;" class="mycode_size"><span style="font-weight: bold;" class="mycode_b">Article 1</span></span><br />
The two regions of The Brotherhood of Malice and Caer Sidi will both be known as the signatories henceforth. It is understood that the signatories recognize the legitimacy of the governing document over each region and will recognize only the duly appointed community leaders for each region. They shall maintain embassies as a show of this recognition.<br />
<span style="font-size: 1pt;" class="mycode_size"><span style="font-weight: bold;" class="mycode_b">Article 2</span></span><br />
The signatories agree not to partake in hostilities against each other. Each signatory understands that violation of this article could result in the dissolution of this treaty. <br />
<ol type="1" class="mycode_list"><li>Hostilities and hostile actions shall be defined as any organizing of a raid directly on the other signatory, participating in a raid directly on the other signatory, conducting espionage, or engaging in subterfuge, etc.<br />

It is understood that communities are greatly enriched through cultural activities such as festivals or informal get togethers and that both signatories shall make a reasonable effort to invite each other to their cultural activities and outlets. <br />
<ol type="1" class="mycode_list"><li>Signatories agree to open each other’s regional membership to their active role-plays and to treat them as guests able to socially participate in them.<br />

It is understood that revisions may be needed as times change or signatories may find being party to this treaty is no longer sensible. Thereby, signatories agree to follow a specific procedure to revise or exit these agreements respectfully. <br />
<ol type="1" class="mycode_list"><li>Both signatories must agree on the inclusion of additional clauses or amendments to this treaty. Upon agreement from both sides there will be a standard 7 day waiting period.<br />

<li>A signatory may seek dissolution of this treaty only after an attempt at a formal discussion takes place with the other signatory. Dissolution will occur on the 7th day after the conclusion of this discussion.<br />

The Warzone Empire shall recognize the Warren of Caer Sidi, as established by the Formal Charter of the Workings of Caer Sidi as the sole legitimate government of Caer Sidi and any associated territories.<br />
The Onsite Regions of Caer Sidi and Warzone Sandbox shall maintain embassies in the spirit of diplomatic connections and regional communications.<br />
In the event that either of the signatories undergo a domestic change in government, this agreement may be amended by the procedure established in Article 4 of this document.<br />
<br />
<span style="font-weight: bold;" class="mycode_b"><span style="text-decoration: underline;" class="mycode_u">Article 2: Mutual Defense and Military Cooperation</span></span><br />

The Warzone Empire and Caer Sidi shall maintain a policy of non-aggression and mutual defense, and shall endeavor to uphold and defend each other against all hostile forces, be they domestic or internal.<br />
Caer Sidi and the Warzone Empire shall endeavor to support each other and work together in military matters; as accords the internal alignment of each region.<br />
Should either Caer Sidi or the Warzone Empire find themselves on either side of a military engagement that is not a direct attack on either region, or their associated or protectorate territories, shall not constitute hostilities against the other.<br />
Disputes between the Warzone Empire and Caer Sidi shall be resolved diplomatically when possible.<br />
<br />
<span style="font-weight: bold;" class="mycode_b"><span style="text-decoration: underline;" class="mycode_u">Article 3: Cultural Undertakings</span></span><br />
<br />
When it is convenient to do so, Caer Sidi and the Warzone Empire shall endeavor to hold events, festivals, and cultural exchanges with each other in the spirit of friendship and cooperation between their two communities.<br />

The Seasonal Monarchy of Caer Sidi and the Osiris Fraternal Order, representing the people of the two regions, hereby enter into the following treaty of friendship with good faith<br />

<span style="font-weight: bold;" class="mycode_b">Section 1. Treaty Provisions</span><br />
<br />
1. For this treaty to go into effect, it shall be ratified by the duly authorized government of both regions.<br />
<br />
2. If either region wishes to make an amendment to the treaty, the amendment must be ratified by the authorized governmental bodies of both regions before the amendment may take effect.<br />
<br />
3. This treaty does not require renewal, however, if either region wishes to terminate the treaty they must give seven days notice to the appropriate member(s) of government of the other region.<br />
<br />
4. Termination of this treaty shall not be seen as an act of war or hostility in any way.<br />

<br />
<span style="font-weight: bold;" class="mycode_b">Section 2. Diplomacy and Culture</span><br />
<br />
1. Caer Sidi will recognize and support only the legitimate government of Osiris, as determined by its laws.<br />

2. Osiris will recognize and support only the legitimate government of Caer Sidi, as determined by its laws.<br />
<br />
3. Both signatories shall establish and maintain in-game embassies (i.e., on the NationStates website) with one another.<br />
<br />
4. Both signatories shall prepare a designated offsite embassy for the other region, whether it be forum, discord, or both, and assign an emissary to deliver foreign updates.<br />
<br />
5. Both signatories shall endeavor to participate and host joint cultural activities, not limited to such things as regional game nights, festivals, and role plays.<br />
<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Section 3 - Military Undertakings</span><br />
<br />
1. Neither Caer Sidi nor Osiris shall conduct military operations against one another or directly or indirectly support military operations against each other.<br />
<br />
2. If either region has military action against it, both regions agree to provide as much military support as it can reasonably provide and will do everything possible to mobilize that support as soon as possible.<br />
<br />
3. Subclause 2 of Section 3 does not apply when the military action in question is conducted by an ally of the region, who is asked for support.<br />
<br />
4. In situations that do not fall elsewhere under this treaty, both signatories will endeavor to provide military support to the other Signatory when requested by that other Signatory, if the request is consistent with their own internal governmental policies.<br />
<br />
5. Signatories will endeavor to undertake military training exercises together as frequently as they reasonably can.<br />
<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Section 4 - Intelligence Undertakings</span><br />

			<description><![CDATA[<span style="font-weight: bold;" class="mycode_b">Treaty of Connacht</span><br />

<span style="font-weight: bold;" class="mycode_b">Article 1. Mutual Recognition</span><br />
<br />
(1) Caer Sidi and its legal successors shall recognize the government established by the Twelfth Mandate of Lazarus and any of its legal successors as the legitimate government of the region of Lazarus.<br />
(2) The government established by the Twelfth Mandate of Lazarus and its legal successors shall recognize the Caer Sidi government and any of its legal successors as the legitimate government of the region of Caer Sidi.<br />
(3) Should the government of a signatory voluntarily disband while in exile, the other is freed from the commitments of Article 1, Sections 1 and 2. Additionally, if the new government of said signatory refuses to recognize this treaty, it shall be automatically dissolved.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Article 2. Non-Aggression Pact</span><br />
<br />
(1) Both signatories hereby pledge to not invade, raid, or otherwise attack the other’s region or any possessions they may have, nor aid any faction, government, or party to do so.<br />
(2) Both signatories agree that the deployment of military forces on the opposite side of the other in another region that is not the possession of either does not constitute aggression against&nbsp; either of the signatories.<br />
(3) If planned and agreed upon by the governments and military forces of both signatories, both military forces may engage in offensive raiding or defending action against each other for training purposes, and thus this action shall not constitute an act of aggression.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Article 3. Mutual Defense and Assistance</span><br />
<br />
(1) Both signatories pledge to defend one another militarily against any invasions or similar crises they may suffer.<br />
(2) Both signatories pledge to send any military forces they possess at the request of the other in order to facilitate legitimate delegacy transitions, or in cases of emergency.<br />
(3) Both signatories agree that they shall not aid an enemy at war with the other. If a region declares war on one of these signatories, the other may only choose to stay neutral or aid the signatory in question.<br />
(4) If one of the signatories does not possess any military forces and is called upon the other by the provisions set in Article 3, Sections 1 to 3, they must assemble a military force at the earliest opportunity.<br />
<span style="font-weight: bold;" class="mycode_b"><br />
Article 4. Joint Operations</span><br />
<br />
(1) Both signatories may partake in joint military operations for training or their mutual enjoyment. The relevant laws, codes and regulations governing each signatory’s military forces shall remain in force in such operations, and thus neither of the signatories may commit any act that may force the other signatory to break said relevant laws, codes and regulations governing their own military forces. If such an act is planned, the signatory that shall commit this act must inform the other signatory of the act in question so the other signatory can withdraw their forces as soon as possible.<br />
<span style="font-weight: bold;" class="mycode_b"><br />
Article 5. Regional Security<br />
</span><br />
(1) Both signatories pledge to inform the other’s government and any relevant intelligence services of any evidence they may have of espionage, infiltration, subversion, manipulation, or conspiracy against the other. They shall also inform the other of any conspiracies to commit any crimes in the other’s jurisdictions.<br />
(2) Both signatories pledge to cooperate on matters of intelligence and security.<br />
(3) Both signatories shall condemn any acts of espionage, infiltration, subversion, manipulation, or conspiracy against the other if the target of these acts confirm it.<br />
(4) Both signatories pledge to never commit acts of espionage, infiltration, subversion, manipulation, or conspiracy against the other, or aid any faction, government, or party to do so.<br />
(5) If the government of any of the two signatories fail to fulfill the obligations of Article 5, Sections 1 to 4, they must formally and publicly apologize for this.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Article 6. Cultural Cooperation</span><br />
<br />
(1) The relevant cultural authorities of both signatories shall actively cooperate on matters of culture, which may include festivals, games, roleplays, mafia, newspapers, radio shows, podcasts, graphic design, and others. Furthermore, the relevant cultural authorities of both signatories are strongly encouraged to do more than the required one bilateral event per year.<br />
(2) Citizens of Lazarus and Caer Sidi are welcome to visit the other’s region and engage in events of cultural significance and to have fun with the other’s community.<br />
<span style="font-weight: bold;" class="mycode_b"><br />
Article 7. Provisions of Ratification, Amendment and Repeal</span><br />
<br />
(1) Both signatories shall activate their legal mechanisms relevant to ratify a treaty after they agree to do so.<br />
(2) If a signatory wishes to amend this document, they must negotiate with the other to do so. After this, the same legal mechanisms in each region relevant to ratify a treaty shall be activated to adopt these agreed amendments. If one region refuses these amendments, they are to not be adopted.<br />
(3) If a signatory wishes to dissolve this treaty, they must notify, by any means of communication available and possible, their intention to dissolve said treaty to the other. After this, the legal mechanisms relevant to dissolve a treaty shall be activated in the region of the requesting signatory.<br />
(4) The signatories may dissolve this treaty by mutual consent. The legal mechanisms relevant to dissolve a treaty must be activated, and if at least one region decides to repeal, the treaty is declared null and void with immediate effect.]]></description>

2. Neither Caer Sidi nor Karma will promote, encourage or support any region or organization in hostile action against the other. “Hostile action” shall be defined as any activity that seeks to destabilize the legitimate government or disrupt the peace of the region.<br />

1. Caer Sidi and Karma will seek to strengthen the friendships between our citizens through joint cultural activities.<br />
2. Caer Sidi and Karma officials shall convene after ratification of this treaty to create an event that will occur regularly. What this event is and what will constitute “regularly” will be determined at the meeting.<br />

1. For this treaty to go into effect, it shall be ratified by the duly authorised government of both regions. <br />
<br />
2. If either region wishes to make an amendment to the treaty, the amendment must be ratified by the authorised government bodies of both regions before the amendment may take effect.<br />

3. This treaty does not require renewal, however, if either region wishes to terminate the treaty for any reason they must:<br />
<br />
3.1. Give seven days notice to the leading member(s) of government of the other region.<br />
<br />
4. Termination of this treaty shall not be seen as an act of war or hostility in any way.<br />

3. Each region shall prepare a designated embassy for the other region whether it be forum, discord, or both, as well as assign an emissary to deliver foreign updates. <br />

4. Each region shall endeavor to participate and host joint cultural activities not limited to such things as regional game nights, festivals, and role plays.<br />
